The East Bay Football Officials Association (EBFOA) is more than a group of referees who ensure fair play, sportsmanship, and safety on the football field. We are also individuals from our communities that value academic excellence, leadership, and community service among the student athletes we officiate.

Dennis Binion Memorial Flag Football Scholarship Program
To support this mission our Kevin C. Reed Memorial and Dennis Binion Flag Football Scholarship Programs provide member-funded scholarships to our student athletes pursuit of higher education and to encourage them to continue making a positive impact in their communities and our world.
Now in our third decade, we are proud to support our deserving high school seniors who have embodied these qualities throughout their high school academic and athletic careers.
We believe that education is the key to personal and professional growth, and that it can empower individuals to achieve their goals in the ultimate sport, life.
Background
The EBFOA Scholarship Program was established in 2003.
The program was renamed in memory of EBFOA member and East Bay First Responder Lt. Kevin C. Reed who we lost 2007.
In 2024 we lost long time member and Assigner Dennis Binion and have named the scholarship program for Girls Flag Football in his memory.
Kevin’s and Dennis’s legacies of courage, integrity, and service continues to inspire EBFOA.
